What he is trying to say is that whatever you did good or bad there will always be a consequence. If you do something bad you will face the bad consequences. If you did something good you will face the good consequence.  So remember always choose the right for you can have good consequences. Consequences will always be followed after your actions. I dont know who this quote if from but there is a good point to this point, "For every action is a negative or positive reaction."
